Regarding taxes, per the T&Cs - GRAND PRIZE: One (1) 14,000 round barrel of ammunition, Winchester USA 55gr FMJ 5.56. Total ARV: $8500.00

So for Federal income tax it would be your marginal rate times $8,500 plus state income taxes depending on your state.

I'm guessing that if your brother-in-law in another state is going to get a 1099 for the value of the prize that he is going to want to shoot this ammo.Why not just abide by the rules? It isn't as if they owe you anything.
