"...the Stevens Model 200 is a good cheap rifle..." It's a good inexpensive rifle. 'Cheap' isn't the same thing. $356 MSRP is hard to beat, but you'd have to buy a scope, have it mounted and bore sighted. Add a few hundred for a decent one.
A Savage Model 111FCXP3's package MSRP is $499 with a low end but serviceable scope. They're pilar bedded too.
Mind you, if money is an issue, buying a used rifle isn't a terrible thing. You really have to work hard at damaging a modern commercial hunting rifle. And your local gun shop may have something you'll like, at a good price, soon. Just after the local deer season, all kinds of good used rifles with scopes appear in local shops.
