Seriously, hunting is very much a part of rural PA culture, hearing people target shooting from time to time, is not uncommon.
do you know if out of state shooters can use the ranges, I see I'm 40 minutes away from the range by tafton. I've been wanting to get my pa hunting and fishing licence for year but it gets expensive.

The permit can be applied for online. You pay for it, then print it out. Read the rules, because there are some stupid ones. I.e. no more than 6 rounds in a pistol or 3 in a rifle.

PA is surrounded by NY, NJ, DE, MD, OH. Only Ohio recognizes a PA permit.
Don't forget West Virginia. They also recognize Pennsylvania's permit.
