If is is a higher level class it might be acceptable.
For entry level it would be really bad.

If hey are training for BG type work, any event involving actual shooting is going to be havoc, if not before the first shot surely after it.
Are you going to shoot at the guy with a gun pointed at you with 'no shoot' target behind or stand there and soak up bullets?
