Their new requirements for Non Resident Permit/License are below. The Governor signed this new law yesterday. Remember you have to have a class from a Utah Certified Instructor. You can find info on how to apply at:

53-5-704.

(4) (a) In addition to meeting the other qualifications for the issuance of a concealed firearm permit
under this section, a nonresident applicant who resides in a state that recognizes the validity of the
Utah permit or has reciprocity with Utah's concealed firearm permit law shall:

(i) hold a current concealed firearm or concealed weapon permit issued by the appropriate
permitting authority of the nonresident applicant's state of residency; and

(ii) submit a photocopy or electronic copy of the nonresident applicant's current concealed
firearm or concealed weapon permit referred to in Subsection (4)(a)(i).

(b) A nonresident applicant who knowingly and willfully provides false information to the bureau
under Subsection (4)(a) is prohibited from holding a Utah concealed firearm permit for a period of 10
years.

(c) Subsection (4)(a) applies to all applications for the issuance of a concealed firearm permit that are
received by the bureau after May 10, 2011.

(d) Beginning January 1, 2012, Subsection (4)(a) also applies to an application for renewal of a
concealed firearm permit by a nonresident.

As a Utah Certified trainer I have been told this straight from the Utah BCI, this does not pertain to states such as NY and other states that do not recognize a Utah permit. This was put in place so that residents of states that recognize a Utah permit or have reciprocity with Utah can not carry in their home state on a Utah permit without having their home states permit first. If you live in a state that does not recognize or have reciprocity with Utah then this does not apply to you (except for the $5 increase in application and renewal fees)
 
FTWNY, That is great news. That is not what I was told. That is what I couldn't understand about them doing that and locking out people who it would not benefit. I will contact them tomorrow to confirm. Thank you.
 
The reading of the original bill made it seem as though many states residents would lose the ability to obtain a Utah CFP. The BCI relayed to us that no US citizen will lose the ability to get a Utah CFP. But many will have to obtain their home states permit before obtaining a Utah CFP. I am hoping that the response you get from them will be the same as what we have been told. As a NY resident, Utah and Florida Permits are our only way to freely travel with a concealed firearm in many states.

FTWNY, Thank you for straighten me out. What you posted was really good news. I have been told that they had to have reciprocity. I should have questioned that more as it didn't make sense to me. But then I don't know to many politicians that make sense. Thank you again and

Summary...
*A resident of a state that does not recognizes/honors the UT CCW permit, is not required to obtain a CCW permit from their state of residence prior to applying for a UT CCW permit.
*A resident of a state that recognizes/honors the UT CCW permit, is required to obtain a CCW permit from their state of residence prior to applying for a UT CCW permit.
 
Quiet, That is what FTWNY is saying also. I have been misinformed by more than one person. I have emailed BCI and will call them tomorrow. I do hope I am wrong and you and FTWYN are correct. That will be some of the best news I have had in awhile.
 
I just took the Utah class this last Sunday and sent in my package yesterday.

There was NO mention that anyone had to have an Alabama CCW prior to getting a Utah CWP. None.

The instructor was a Utah certified instructor and has been doing it for a number of years.
 
FTG-05 That is because the new law does not go into effect till 5/10/11. It was just signed yesterday by the governor. After that date you will have to have your
AL Permit/License to Apply in Utah.
 
Then I *should* be ok as long as the mail gets delivered or there's nothing wrong with my package.

I just surprised nothing was mentioned at the class. He said that we had a year to send it from the date of the class.
 
When you take a Utah Class it is only valid for 1 year and you have to apply in that time span or you have to take the class over again. But after May 10, 2011 you would also have to send a copy of your Alabama Permit/License to Carry to obtain the Utah Non Resident Permit/License. Again the Law was just signed by the Governor Yesterday, 3/23/11.
 
Just received an email that contained a forward of an email he received from BCI today. It confirms what FTWNY & Quiet stated. My info was incorrect. Will still confirm tomorrow. But I was in error. Thanks for straightening me out guys. Very much appreciated.
 
If you turn it in after May 10 you will have to pay $5 more and your renewal fee in 5 years will be $15 not $10. If you live in one of the states that has reciprocity or recognition of a Utah CFP, after May 10 2011 you will need your home states permit as well. If you turn it before May 10 and you live in one of the states with reciprocity or recognition of the Utah CFP you will also need to have your home states permit at the time of renewal.

As a Certified Utah instructor, we are not told this info. We have to go to the BCI site and read the instructors updates. If your instructor is not watching the updates then they would be unaware of any changes.
 
Emailed BCI last evening and called them today. What FTWNY stated is correct. Thanks again guys for straightening me out. Thought I had it down pat and what I was told from others was not correct. Here is what I was told and FTWNY Posted.

I wonder why people bother with the Utah permit, when the Florida permit is supposedly easier to get and recognized by more states?? Am I wrong? I could be.. However, from my research on the Conceal Carry law websites, it seems a Florida permit would be better to get. Also, I am hoping one day I can do my winters in Florida, when I get the cashflow. I'm going to attempt to get a Florida out-of-state CCW before I get a Utah one, if I even need a Utah one at all.
 
If you do not travel to the state of Florida then most people choose the Utah CFP because the renewal price is $15 every 5 years. Florida's CCW renews at $117 after 7 years. Some people choose both because having both gives you the most states that you can carry concealed in.
 
Also, doesn't FL require range training vs. Utah's class-only? I just took the UT class and range time was no longer required.

The other difference is price: UT is around $65 +/-, FL is over $117 or so? Haven't looked lately.
