Unfamiliar terms

On network news tonight I heard two terms that I've not heard before. The story was about the Sean Bell shooting by NYPD in which 50 shots were fired. As part of the investigation, the Rand Corp. (a Think Tank) will investigate "Emotional Contgion Shooting" and "Reflex Shooting."

Is Mike Bloomberg going to try to relieve the NYPD of their weapons 'cause they get mass hysteria???

The fact of the matter is that in shootouts there is sometimes a condition where when one officer starts shooting others will automatically join in even if they have no target !!! Most officers have never fired a gun until they become LEOs and most LEOs never shoot their guns at BGs !! They are not seasoned combat veterans and some are rather poorly trained. Chiefs would rather spend money on PC PR rather than good gun training.
