I know and i dont see this law getting changed due to the fact that the only people who care are between 18-21 anyways so we dont have numbers on our side.
You've hit the nail on the head here. Numbers is what counts and the legislative process is filled with older men like Rembrandt up there who confuse reputation with fact. Working in the legislative process causes one to realize just how little control he/she has over the great scheme of things and picking on the politically weaker 18-21 demographic makes them feel better. They're fast to send the 18 year olds off to die for their country though aren't they? It's not fair but life's not fair...just a matter of biding your time. In two years you'll be 21 and can make yourself less of a target by concealing your weapon, in a couple more years you'll be able to have completed law school, and in a few more years the crotchety powers that be will be in homes and you'll be able to make the laws (hopefully in a more just and open minded manner).
P.S. I'm 25, have concealed my weapon for quite some time, and have yet to go on a youth shooting rampage over drinks, a woman, or defending my manhood so I guess the "reputation" isn't fact with me. Before I turned 21, I still had firearms close by at most times and was still a sane, under 21, male.
