Winchester SXT packaging?

Just received my first box of Win. SXT 9mm ammo. The Styrofoam tray had cups that were easily twice the diameter of the rounds themselves, and the depth was maybe 20% as deep as necessary. Result? Every single round was loose and facing every-which-way. Don't know how safe that is (UPS delivery), but it sure as heck didn't look very professional.
I'm not going to let that prevent me from buying this ammo in the future, but still...
Is this packaging SOP, or did they maybe run out of the appropriate container?

i have some that are the same.
i think they are just trying to save $ on packageing by useing a one size for all kinda thing
