No, if you're hanging out in the left lane and there is traffic backed up behind you, you are NOT obeying the law.
And I seriously doubt the law actually says you have to move over if you are traveling at the speed LIMIT. Maybe in your state, but it sure doesn't say that in my state.
It does in most states; yours may be an exception. Do you live in Alaska, Maryland, or North Carolina? If you live in any state other than those three, your state laws require you to move to the right and let faster traffic pass, regardless of whether or not you think you are traveling the speed limit.

My state of NC is one of the three states that
don't have some sort of keep-right/yield-to-faster-traffic provision, though, so here in NC some people think the left lane is reserved for expensive SUV's, or for people talking on cell phones, or for Important People.
But it's just common courtesy, even if it's not law in your state; if people want to pass you, let them. If people want to accelerate faster than you from a stop light, let them. It's not your job to throw up a roadblock to slow them down, any more than it's your job to body-check people on the sidewalk if you think they are walking too fast, or tackle pedestrians you think are jaywalking.
