Would a semi-auto ban also affect semi-auto blank guns?

All depends on how they word it, I suppose. One current requirement to qualify as a blank gun is that it can't be readily converted to fire any projectile, however, so I don't think it'd be covered. If you're interested, though, just check around and see what the UK's done, or Australia, or other places like that.
Yeah most blank guns are designed in a way that if actualy subjected to the pressures created firing a real cartridge they would break. You just don't need to make the action very robust when all it does is direct explosive gases with nothing in the way of them out to make noise.
On top of that the "barrels" tend to be permanent and plugged.
People have converted them in places like the UK to fire weak cartridges, and so laws quickly arise to restrict them.
In fact they even outlawed certain airguns (which are also limited to a low foot pounds max there) in the UK because they could be converted to fire cartridges.
Try firing a blank in your own gun. You will find it uses far more powder, creates very little recoil. It just does not create much pressure. They are also much louder though.
In movies you will see the actors firing massive numbers of rounds out of rifles 1 handed. There is just not recoil.
Pressure is created in a firearm between the round and the casing. When that round exits the pressure drops off. When there is no round ever, you can safely use a whole lot more powder and still not even approach the same pressures. So they need much lighter springs to cycle the action etc. This means that from the start the guns can be made very economical (cheap) because they don't have to be durable like a real firearm. Since they can be made cheap, they often are made cheap.
However it would be possible to convert a mock large powerful firearm, like a rifle, to fire anemic pistol cartridges. The blank rifles cartridges would generate similar pressures to the anemic pistol round. Criminals do this, and they get outlawed.
So I would answer yes. It has been shown to be the case in other countries.
However the movies would still be exempt and able to use them in production because they create a lot of revenue and tax dollars and get special privelidges because of that.

Well since "gun control" is founded completely on emotion, and logic never enters their policies, and I'm sure blank guns scare them just as much since they look so EEEEEVIL, thus would be banned as well. It's for the children(TM)

I was in a army/navy surplus store and ran across dummy rounds labeled "Movie prop bullets" and some pineapple grenade dummies that were labeled as having been made for some movie (I didn't recognize the name of the movie). Got me thinking about the whole business of blank/prop guns and related prop weapons, and then I thought about the possibility of a ban affecting them.

No, a law banning semi auto firearms probably wouldn't apply to blank guns. But, in other places that ban firearms, there is always more laws that do ban blank guns, BB guns, toys that look like guns, etc.
Well considering that airsoft guns are now regulated in the U.K. I think it's safe to say that if you give gun control an inch it will take a mile. Even if blanks weren't banned initially you can bet that it'd just be a matter of time.

Look guys, the bigger picture here is not what will be banned when, or will my pet rifle be next! First it's the black rifles, then semi-auto hunting shotguns, then any semi-auto then any rifle that holds more than 3 rounds... what will it take to stand up to any infringement on the constitutional RKBA. What kind of infringment would the press allow, if any on the 1st ammendment? We as a people are suposed to accept PORN on a public library computer with no age restrictions as a right to free speach, but god forbid you should be caught CCW in the same library. THEN you're a risk to the same nut balls how allow the porn. This is nuts! We as a community have tremendous power to withstand any infringement as long as we all stick together. ie: Zumbo
Black rifles to muzzleloading to C&R to semi-auto blank guns to patato guns, if we all stand behind one anothers interests as a unifide front we will not let another platform slip away to political correctness.
