I live in NYC so I will stick with what is applicable in my state.
Yes, everything depends upon the situation and it looks as if you and I agree more than we disagree.



But an officer who waits for backup as an uncooperative suspect ignores instructions to shoe his hands and keep them out of the vehicle may well end up with his name in black on the station wall.


True but that is where police tactics come into play which probably is not germane to this discussion.

I too agree this is an excellent video and definitely food for thought; I worked in a Detroit trauma center for several years and got to know many police officers. I always respected the work they do; most people seem to forget the fact that their job puts them into daily contact with the, ahem, lower status/quality members of our society (that's a politically correct term if I ever saw one ;)).

Not trying to inject politics into this thread, but think of what would happen if you sent social workers and psychiatrists out on these calls rather than trained LEOs; it would be a bloodbath. Not to mention who's going to help you if your child is kidnapped, armed robbers have your wife held hostage in a bank, etc.; are we calling out the social workers for these situations too? I'm sorry, but I'm sick and tired of the media reporting on police shooting incidents without all of the facts just for ratings and politicians running their mouths as well thinking it will score them points for election day. Remember this on November 3rd.
 
I thought the subject was showing the general public why police sometimes shoot unarmed individuals.
Well if others want to discuss police tactics here more power to them.
