Sadly, the 223 Timbs (saboted round you reference) wasn't all that accurate and tended to tumble, I suspect due to the twist of available barrels more than the concept itself. Mainly, it was crazy expensive.

I seen loadings with very light .30 rounds going over 2,100 fps (magsafe as an example)
Ouch! Even if it didn't penetrate very far, it'd be like shooting a bladed ice-cream scoop :what:

I agree 100%

Touching off a round with a well deserved reputation for over penetration in a mall, apartment, house, urban street, is such a risky thing.

I find this argument to be a red herring for one simple reason.

You are on an order of magnitude far more likely to endanger bystanders from clean misses that IMO relying on expansion and the bullet staying in the target even slightly is irresponsible at best.
 
On my Tokarev pistol, I stacked the magazine, alternating between S&B FMJ and Wolf hollowpoints. There's no discernable difference in recoil or accuracy, but I get the advantage of both penetration and expansion. Note that the first round is FMJ, because I want that first round to always go through.
