As someone has pointed out, Eley has several offerings at different price points.
I've had zero problems with Eley, though I've never run the subsonic (I don't shoot anything with a suppressor on it). Check out the Eley Action round. Killough Shooting Sports out of Texas, a wholly owned subsidiary of Eley, has it for 16.50 per 300. It's a 40 grain RLN at 1090 fps. My rifles like it quite a bit. Eley's Club round perfectly nice for matches out to 50 yards, IMO.
Re Aguila, I think it's great stuff for the price. Their HV and SV are my backups to CCI MiniMag and CCI SV And when you can find the Aguila, it's not expensive.
Re targets, my experience with 10/22s and a CZ 457 ... out to 50 yards, any decent ammo will hold a decent group in my rifles, though the premiums often will produce the really little groups. Beyond 50, it becomes a quest for what the rifle truly well likes, IMO.
I was not surprised just yesterday to find out my CZ 457 apparently adores Lapua' Center-X. Figures, the stuff runs about 12 bucks per 50. Can't afford a case of that, so purchases will be a brick or two at a time.
