If cheap is the limiting factor, then it would be really difficult to pick a more perfect pair of matches than the SKS or the AKM clones.
For whatever reason, the SKS seems to fit your requirements better.
Complaining that your SKS deal fell through, so you're going to look for a Hakim, is a bit like saying that you didn't get a good deal on a bicycle, so the next logical step is to look for a used unicycle.
They're rare, they're pricey, and they're quirky to the point of folks being a bit concerned you might end up hurting yourself. Not a rifle for someone new to auto-loaders.
I don't know why you're against the Yugo SKSs, but I'll offer that AIM does have them in stock

These Rifles were originally manufactured in the early 1970's by Zastava Arms. In 2010 they were rebuilt, cleaned and refinished utilizing new unissued barrels by TRB (Bosnia). These are pristine rifles as the pictures show and a must for collectors!
So good barrels, no corrosive ammo damage, NOT the grenade-launcher version. Seems like they'd be hard to pass up, even at $380.
