I think we'll have to be careful here, this could polarize gun owners and fiscal conservatives. From the gun-grabber's point of view, a bill like this would be PERFECT to attach an AWB renewal.

Congress, White House Deadlock on Tax Cut
WASHINGTON July 22, 2004 — Republicans are looking toward September to restart talks on extending three popular tax cuts as prospects for a deal this summer ended in deadlock between the White House and the Republican-controlled Congress.

If Feinstein can succeed in getting her renewal attached to this bill, Bush is toast. Either we get to keep our tax cuts but lose the AWB battle, or we keep our guns and it costs us in our paycheck.

There's only one problem with your premise - the AWB sunsets in mid-September, while the talks/debate on the tax cut (and most other) bills will linger on way past September 14.

Otherwise, yes, you're correct - any bill that has a snowball's chance in heck of passing is at risk for an AWB amendment.
 
WRT the tax cut debates, all the repubs will have to do is keep debate going past Sept. 13. Once we see the clock hit midnight that night any renewal legislation would no longer be possible. They would have to come up with a whole new ban to try to attach as a rider to such bills at that point.

Dubya said he sign a straight extension of the AWB. He never said he would sign a new ban after the current one expires. Therefore, he could veto any legislation with a new AWB without breaking that promise. Of course, if the Senate does succeed in attaching a new ban to tax cut legislation the House would still have to agree before the POTUS even has a chance to sign it into law.

This kind of nonsense is why I in some ways wish the POTUS had line-item veto power (though still with congressional over-ride provisions same as for current veto powers).
 
I can see Bush, Frist, and Hastert allowing an AWB amendment to a tax cut extension bill. They'd figure the benefit from voters getting thier money back would offset the loss of votes from outraged gun owners, and they'll figure they can blame it on the Democrats since it'd be a Feinstein amendment.

My estimate of the chances for renewal of the AWB are at 65%.

I don't think Bush Jr. "gets it" with respect to gun owners any more than Bush Sr. did.

Is that the bill to extend the tax cuts? If so I think congress is proposing to extend them for only two more years. I heard Pres. Bush wants a five year extention and may veto it on those grounds reguardless if the AWB is attached.
