But you don't get an FN upper. You get a PSA upper.

Theoretically, yes. But, the upper receiver is pretty much a pretty simple thing to machine. Can things go wrong? Yes. But, not very likely. I buy stripped uppers and lowers from just about any reputable manufacturer with the highest confidence.

The barrel on the other hand, is pretty much the same thing FN makes for the government's M-16 rifles.

The point I'm making is that PSA is on the upper shelf of "budget" AR manufacturers. FN barrels are tops.
 
PSA sells a wide variety of parts, from average to very good quality, which does include some barrels by FN (I have one). When buying from PSA it is essential to know which you are getting. When in doubt, call them and ask.

When one receives a product from any company where they are unhappy with what the purchase, the first step is to contact that company and give them a chance to make it right.

If they flunk customer service after being given every chance to make it right, assuming they did in fact make an error or ship a defective product, then feel free to come here and share the experience, and the best place for that is the rate transactions area.
