You mentioned 2 limitations on rifles -- 2000 fps limit and 1 round per second. Do they lift that 1 round per second limit on a 9mm rifle? I have an annoying range like that, but it is no rapid fire period, and no more than 5 rounds in a magazine. Firearm type doesn't matter.
If not, I'm just saying to pick something better than 9mm in a rifle if you're going to pick a rifle. Maybe an AR in 458 SOCOM, 30 Blackhawk, or one in 6.3 SPC if you can go heavier and slower on the bullet.
9mm doesn't increase much at all in performance in a longer barrel, as its cartridge is so short. The 458 SOCOM will get your attention in the recoil department though...
