As I said, with pins clean inside and out, including primer pockets. Some dont care. I do so to me its a waste of time. Some may think my double wet double dry is a waste of time. I dont, and I doubt there brass looks as good.Not so...at least as it relates to handgun brass.
I fill the F.A.R.T. about 1/2-2/3 full of un-deprimed brass (9mm, .38, .40, .45), add a .45ACP case of Lemishine, and a little slurp of Armorall W&W (you only need enough to produce a small amount of suds...like in a HE washer). Then I run it for 1-1.5 hrs, before rinsing with cold water, blot with a large towel, and leave them in the sun for a couple of hours in a turkey pan. The brass comes out with the exterior looking as clean as those done with pins...the interior is not quite as clean, which is mostly a function of the lack of water flow through the case.
The carbon is loosened by the Lemishine, abraded off by the cases rubbing against each other, and held in suspension by the detergent until it is poured off.
I do use pins when I'm cleaning deprimed rifle cases. I like clean primer pockets before a swag them
Plus, with rifle brass I am convinced that clean primer pockets and flash holes, combined with proper primer and consistent primer seating make a difference in accuracy.

Taking out the primers does indeed help with getting primer pocket clean, good you do it at the beginning, that way they get the soak, then the shells.I deprime first then use 1/4 teaspoon of Lemishine to approx 1 qt of hot water. One squirt of Dawn. Let it sit for approx 45-60 mins. Rinse, get the excess water off the cases like johnandersonoutdoors mentioned and then let them dry in the sun or overnight. Then they go into a vibratory tumbler with Zilla Ground English Walnut Shells Desert Blend (this blend is small enough that it won't plug the flash hole on any cases) and a little NuFinish. 1 hr in the tumbler. This loosens any residual crap that might be on the cases and adds a little polish. The primer pockets look clean as do the insides of the cases. Is it like new brass? No. Does it have to be? Not in my opinion. It would probably take a laboratory to determine if it made a difference.
As to accuracy, I doubt wet vs dry, properly done would make a difference. I meant primer pocket treatment, flash hole treatment and consistent primer seating in rifle rounds.
Cases put in edged baking pan lined with paper towels. Into oven at 200 until dry.
I just set mine on a towel in the sunshine, dry pretty quick at 100+ the ones I did the other day when it was 114 in the shade dried REALLY quick in the sunshine
