what do you all think about this 7.62x39 tula soft point for hd?

You can depend on just about any rifle cartridge to over penetrate. SP or HP will not really matter at the high velocity. I consider my carbines as second or third tier behind my pistols or shot guns.
 
Some of the x39 vids, such as the one for Golden Bear SP's have been debunked. The reviewer used a softer than proper spec gel block in the video.
 
I keep the SKS loaded with 9 rounds of hollow points, 90's vintage Russian hunting rounds, 157 grain, I think. Price tag on the box is under $4.
 
I keep my SKS loaded with 10 rounds of reloads. 20 grains of IMR 4895 below 185 grain gas checked home cast from range lead bullets. They are slower than factory rounds, harder than pure lead, being aprox 8-10 BHN and they hit my AR500 target gong at 50 yards hard enough to knock the paint off the BACK side. (Plus tipped the gong clean over twice)

I do prefer shotgun loaded with 7.5 shot for home defense. Less likely to go through your walls, then the neighbors walls and kill someone your not aiming at.

I prefer my ZMax handloads.

If I were going factory, I think I'd use the Privi Partizan SP's.
