I agree with renegadealpha about a small trained security force (Marines?) and dubious' idea for a light interceptor boat.
You would think that a enterprising and adventure-seeking group of people could form a private security company that would provide highly trained men to defend freighters and cruise ships in high risk areas. Most pirates in the area of Indoneasia are fishermen who are poor (and poorly armed) and looking for easy money to subsidize their fishing. Pirates in other areas like Somalia are much more ruthless and heavily armed (RPGs in some cases).
I think, for defense of a large ship like a freighter or cruise ship, a team of 10-15 armed with accurate assault rifles (AR-15 or G-36) would have little trouble repelling 2 or 3 times their numbers. One or two snipers with .50cal or 20mm sniper rifles should have no problem disabling a small vessel before they got close enough to be a serious threat.

I have read the accounts of several circumnavigators and it seems that the key to surviving a pirate encounter is to notice them early and either out run them or make yourself look like an unappealing target. One solo sailor discovered a small boat full of pirates as they were almost on him. The pirates reached out and grabbed the side of the boat and the sailor met them at the rail with a 12ga. The pirates asked to come on board and if the sailor had any smokes; they refused to let go of the boat until the sailor aimed the shotgun at the first pirate's face. For small boats, the general rule is: once the pirates get on board, your chances of survival drop fast.
