Unless there was a stringent time limit that's surprising.The standard is 9 of 10 shots on a 6-inch circle from 15 yards, shot standing, without any kind of a rest. This may not sound hard, but at the most recent qualifying meeting, a dozen guys tried it and NOT ONE passed!
Getting another handgun probably won't help that much. It's been my experience that most decent handguns with compatible ammunition will definitely shoot better than 3" groups at 15 yards.From time spent at the range, I am very uncertain that I can ever meet this standard with my current handgun.
Here's a 10 round group fired standing without a rest at 15 yards. This was done with a Glock 17 to demonstrate that your accuracy won't be affected much by the kind of ammo you use as long as it's reasonably decent quality. The group contains 6 different kinds of ammunition and measures 2". The blue target dot is 3" in diameter. By the way, the gun used to shoot this group was one I bought used. It had been a range rental and when the range closed, I bought it from the range owner.

Here are a couple of groups fired on the same day. Both were shot standing, unsupported with my carry gun--a Kahr CW9. The upper group is a 5 round group shot at 15 yards that measures a little over 2". The blue target dot is 3" in diameter. The lower group is a 12 round group shot at 25 yards that measures under 5". The target area shown is 8.25" in diameter.
