Remington's .22 ammo is the worst on the market. If you're getting a 10% failure rate, consider yourself lucky.
I stick with CCI, it's fairly inexpensive, accurate enough for practice and most of the competitive shooting I do, runs well in both pistols and rifles, and of the 4,000+ rounds of it I fire in a year, I have very, very few misfires.
