can you use .38spl in a .357mag lever gun?

however for a tactical rifle i say you should use .223 or .762 not pistol rounds.

will 30-30 priece level 2 kevlar?


yes, you can (38sp, 38+P, 357)
me, I never did know what an 'assault weapon' was, but I have heard that a baseball bat works for some folks
worse yet, never could figure out what a NON-tactical firearm was
but almost pretty sure 357 mag out of a carbine barrel will kill a whitetail deer and/or coyote pretty dead inside ~75 yards, though not near as messy dead as 50BMG will

but 50BMG do work better against kevlar than 357 do, pretty sure about that much... but then again the right round in rimfire will go thru kevlar also, so I have heard, maybe depends on the kevlar more than the bullet, so don't go shoot at a whitetail wearing kevlar unless you really know for certain ;)

For under $900 for CA, I would vote for a mini. At times, I have seen used M1As (even within the last 6 months) go for as low as $1300 on calguns.net website. Keltech also has a semi that is CA friendly but I just don't know enough about it.
 
Keltech seems to lite for a fulltime tactical rifle, however it could be good.

the m1a is a good rifle, however its kinda heavy , long and has big rounds(full power). i like intermediate rounds(.223,7.62x39,5.45).
the m1a is still one of the best battle rifles ever.

are these hammerhead grips? or are they some other company with simular grips?

The image is gone but I think you're referring to the California Rifles' U-15 stock. It was a wooden stock that bolted to the pistol grip. Predates the Hammerhead grip by about 3 years or so. They are no longer in production but can be found on the used market in the $175-$200 range..

BTW the word from CA is that the Hammerhead was recently approved by the CA-DOJ Bureau of Firearms. Still waiting official transcripts but there was a recent trial in Tulare County in which the DOJ's assault weapons ID expert testified under oath that a rifle built with a Hammerhead and no prohibited features is not an assault weapon and thus legal in CA.
