Would you consider it threatening if the shot person starts getting up off the ground though?
Simply getting up off the ground doesn't constitute a deadly threat, in and of itself. HOWEVER, additional circumstances in that situation might very well justify responding with deadly force.

If the defender were to reasonably believe that the shot person were getting up off the ground to continue killing and that the shot person had the means and opportunity to do so then their getting up off the ground would constitute a deadly threat.

There really is no safe answer to anything, short of doing nothing...
There is very little (perhaps nothing) that carries zero risk, however that fact does not mean that all risks are equal.
...make the decision if you want to live or die, practice hard and often (if you want to live), and go from there. If you die trying, then its all moot. Nothing left to worry about. If you die doing nothing, then you get what you deserve.
What my post to you was about was doing everything right --and LIVING-- and then finding that an ill-advised post you made on the internet (or some other public statement you had made previously) complicated, or perhaps even nullified your claim that you only used the level of deadly force that was necessary.
