Reed: We are debating a piece of legislation that is a serious encroachment on civil law (unsure, didn't catch end). This legislation presumes that we will govern every conceivable item of conduct. That defies human experience. That's why we have developed a standard of reasonable conduct, acting in a way that will not harms others. Gun shows are sales of weapons in public places. We became aware of one short coming of this after Columbine. The two young men were able to obtain weapons through a gun show. At that point, we moved to close the gun show loophole. If you are an FFL, you must run a check. But if you are unlicensed, you are not required to do so. It turns out there are many of these unlicensed dealers. In fact, you can go up to a table, and be told it's fine. Take the weapon, no background check. It allows the infusion of society with these weapons in a harmful way. Our amendment will close this loophole. It's very important to have a frame work for regulation of firearms in this nation, because we have avoided the standards that apply to so many other products in this nation. It's important that every dealer is required to do a background check on everyone. The ATF that gunshows are a major trafficking source, responsible for almost 30k illicit sales in 18 months. Many of these buyers are convicted felons. At least 3 suspected terrorists have tried to exploit this loophole.
