Question on CCW Interview

My girlfriend would like to get her CCW permit in Fresno, California. Besides being a woman in a higher crime rate, what other reasons would be acceptable to the local Police Dept for her to get her CCW?
 
I don't know about Fresno, specifically. But from everything I've heard, if the county you're applying to is a might issue, they usually only issue permits to people who carry large amounts of cash, or have political ties, etc. So if Fresno is in a county like that, and she's not carrying large amounts of cash after hours to the bank, or knows Arnie, just being a woman in a high crime rate area isn't sufficient.
But, I could very well be wrong. I'm not familiar with almost any California laws or policies, Just what I've heard.

I have heard from friends in California that Fresno and Bakersfield areas are pretty much "shall issue".

Fresno just passed a new city ordinance removing the "good cause" stuff literally last week. Probably haven't had time to change the forms yet.

The new rules allow any citizens who are concerned with their safety to get permits as long as they are over 21 years old, are residents of the city and have no criminal record. The rules mirror policies that have been in place for years at the Fresno County Sheriff's Office.
 
I used to have one in Fresno County, and at the time I got it, the Fresno P.D. referred applicants to the Sheriffs Office, don't know if that's still the case. It was pretty much automatic if you were able to fog a mirror.

Thanks everyone for all your advice. I have taken each and every comment to her. She went to the interview, and to be honest, they did not even ask any questions other than advise her to take a safety class in her neighborhood within two weeks. She has already scheduled one of the classes. I am really happy for her. Now, at 52, I would sure like to get one in the Los Angeles area. How would I qualify, since I am not in law enforcement, or handle cash, etc...
