Suspicious boyfriend, gang tatoos, backkground check?

OK, my sister has been involved with a guy now for a while now who is, for lack of a better description, a worthless piece of crap. Both myself and my mom and dad are highly suspicious of this guy. The guy lives on his friend's couch, and more or less moves from couch to couch as he wears out his welcome with his present host. He doesn't drive and shows absolutely zero motivation to get a license, and is content with having my sister chauffeur him everywhere he needs to go. Furthermore he is a very controlling type of person and is incessantly calling her at all times to find out where she is or what she is doing. He also often smells of marijuana whenever I see him. Most alarming of all, not too long ago he became exceptionally mad at her for some reason or another and ran his fist into the windshield of her car. Amazingly enough he paid for a replacement, but she has yet to see the forest through the trees and realize that it could easily be her face next time instead of a windshield. So that in a nutshell is her boyfriend... sounds like a nice guy, doesn't he?

Anywho, we recently noticed he has several dot tattoos in between the web of his hand between his thumb and index finger. I don't know why we haven't noticed them until now, but my mom is freaking out because she swears they are gang tatoos. There are three little dots arranged in a triangle type configuration. Has anyone heard of this before? Is this an example of a gang tatoo? Or could it have some other meaning?

I want to try to do some kind of background check on this guy and see if he has any kind of history. It's a long shot (my sister apparently has hopelessly low self-esteem) but perhaps my sister might dump this guy after seeing that he has a record. I know his full entire name, middle name and all, I know the month and year he was born, and the state he was born in, and that is it. Would that be sufficient enough information to do some kind of background check on this guy? And lastly, does anyone know or can recommend a good service or agency to do this background check?

This guy is total scum, a complete parasite, and just looking at the guy makes my blood boil.

You could talk to the local police, but what difference would it make. Your sister's gonna make her own decisions in life, even if you prove to her they're destructive.
