The best 9mm FMJ ammo?

What he said. FMJ is range ammo, jacketed hollow points (JHP) is for self-defense.

That is, unless you're living somewheres that considers hollow-point rounds to be some kinda evile killing machine, at which point you may want to look into Federal's EFMJ (Expanding Full Metal Jacket) ammo or something similar. A local gun shop would be able to give you pointers as to what is and is not illegal in your area.

Well, if as you stated, your intent is to use FMJ as a defensive round against hostile critters, the best FMJ ammo in the world won't work as effectively as a jacketed hollow point round. What is the most reliable and consistent FMJ ammo is a moot point if it isn't up to the task required.

Given the constraints of these two statements, I'd go with the fastest, heaviest TMJ (147 gr. first, then 124 gr.) that I could find. The "Blazer" (brass or aluminum cased) line of ammunition is usually the easiest to find, but Speer "Lawman" ammunition tends to be loaded a little bit "warmer" than the Blazer ammunition in my experience with it.

Expect penetration, unless you hit something tough/hard like bone, in the 29-31 inch range with the 147 gr. TMJs and 26-28 inch range with the 124 gr. TMJs at typical factory velocities.

Sounds as if you've made your mind up as to what you want to do and what you are most comfortable with. Best advice I can provide within the limits you've established.
