Justin: I seem to remember reading something about that in either Outdoor Life, F&S or American Hunter a while back. Turns out a lot of the money was being purloined for unrelated projects. Don't know if it's still happening.
 
I lived in Union SC for 2 years and I was delighted to find 3 100yd shooting ranges on the sumpter nat forest land within 20 min drive . -Covered Range with 6 shooting benches ! what a nice thing the SC gov. does for there people. [Im from NY]
One day I was chatting with a fellow Yankee who showed up to shoot and we both shook our heads as to the crudd lying around .I told him Im gona pick up some after were done -He said he would help we filled the small dumpster with junk .Again shaking our heads !They the locals dont know what a dream they have been handed.
