IMHO: the #1 rule for safety is to remove the "mystique" or "curiosity" of a firearm. Many people say they do not like guns, but one day, find themselves handling one.
It's the same reason why kids who are "taught" that smoking is "bad" still try it. This is why you have a young kid learn to swim, even thou he "knows" he shouldn't be in the pool withotu adults.
This is why I think the best course is one where you actually take them to a range, and INSTRUCT them how to use the firearm safety [ including the Four Rules! ], and let them SEE FOR THEMSELVES what a firearm is, and what it does.
Maybe they still "hate" firearms, but at least you have removed the curiosity. And who knows, you may just introduce a new member to the sport ;-)
