Family in car, assume you are armed with your carry gun. I also must assume one of the passengers had a cell phone, and you are in a heavily populated area, but traffic is going by you and no one really pays attention to what is going on to others.
Should he have stopped if he was armed, plowed into them, what would have been the best course of action, he had a all wheel drive SUV. Why he didn't call police, "or perhaps he did" I don't know from the article.
He was up on 125th street, which used to be a bad neighborhood, now it's considered uptown, instead of Harlem. Still pretty bad place to pull over.
