I have some questions about how they will implement this law.
1)They say they can identify a bullet with as little as 20%. So they find a crime bullet with 19% readable and let's say they can read ???5678910987654. It turns out that you happen to have bought no. 2345678910987654. Is that probabable cause to toss your digs?
2)I assume that the number is inside the cartridge to keep it from being defaced either accidentally or on purposefully. Are you going to have to shoot all your ammo into a barrell of water (or otherwise disassemble it) to find the one you bought with that number? So you pull 2000 rounds of ammo and find the one you're looking for, which clears you. Who pays for all the ammo?
3)Instead of pulling and finding, you remember that you were shooting last weekend at the Jones Firing Range and shot up all your ammo there. You know you are not the BG, so you know the bullet they seek in in the berm. Who gets to dig it up?
4) This database the AG maintains....Is there going to be some low paid state worker digging out all the bullets out of all the berms, recording the numbers and calling in to the home office to remove each fired bullet from the database? Ha, an opportunity for political patronage.
5)Since it will be a crime to possess ammo which is not numbered and since the numbers will be unaccessable to you OR yer average LEO, when he pulls you over and asks if your ammo is registered (of course you have a CCW) and you respond, "Yes, I just bought it at Wally World last week". How will he know? Does he say, "OK, move along." Does he pull your bullets and then call up Wally World for verification? Sure it's easy to run you in if there are no numbers. What if there are? How does he know?
6) When you walk out of Wally World with your new box of ammo.......How do you know it really is numbered? Take them apart? What if they accidentally didn't get numbered? Does Wally World do the time? Can you sue?
Even so, what is to keep a guy from buying a box of bullets in Nevada, buying an identical box of bullets in PRK, switching the bullets from box to box, shooting up the numbered bullets and sueing the heck outa Wally World? The old cockroach in the yogurt ploy.
Lotsa problems with the implementation.
