Hi

1. I just submitted my C&R application earlier this month and was wondering if anybody knew what the current turn-around time is? 1 month? 3 months?

2. Does anybody where I can find books specifically designed to record firearms transfers? Ones that come complete with templates on its pages?

Pretty darn quick, 14 days. I also mailed it direct from the post office, since I've found the blue drop off boxes around here are really slow.

How long did it take you from requesting the application packet to actually receiving it? I've requested it online twice (3 months ago and again 1 month ago) and still haven't seen the darn thing.
 
If you purchase just one C&R firearm, given the going rate for transfers in most places, then it will pay for itself. In fact, I made my first C&R purchase in July, when gasoline was $4/gallon and the nearest reasonable FFL holder ($25 transfers; the closer one charges $65+tax!) was 20 miles away - so I saved ~$7 on gas, too.

If you're one of those guys lucky enough to live near an easygoing FFL holder who charges $15 or even $20 for transfers and only intend to buy one or at most two pieces, then it probably won't be worth it. But for everybody else, it most definitely is.

Purchase three or four (and you're likely to, once you come to terms with how convenient it is to buy a firearm online and have it shipped right to your front door - never mind the fact that these things are cheap and fun!), and you've reduced the effective cost of transfers to $7-8 apiece.
 
Are the savings from the license usually enough to make the license worth it?

My local FFL charges $25/transfer. If you combine the saved transfer costs with the savings you'll receive from Midway & Brownells for having your C&R on file with them I think the license will soon pay for itself. I recently renewed my C&R FFL for the first time, since I've had it I've only bought one C&R firearm, but have saved some decent money on my Midway orders, I consider the license to be money well spent.

Well, yes, I save $20 on every transfer. But I've purchased a lot more than I would have without my C&R!

Let's not confuse anyone here. If you're only buying C&R items, then yes, you save on transfer fees. I bought "several" C&R guns over the 10 years I had mine, back when there were tons of good deals out there. But the 03 C&R does nothing for firearms purchases that aren't C&R classified. All regular FFL rules apply there.
 
The advantage really does belong to those who regularly purchase guns that are C&R-approved, of course, but that list is a long one, indeed -- and it grows each year. I've had the 003 license for more than a year and figure that I've saved several hundred dollars on transfer and background check fees thus far. It makes sense for me, but only you can determine whether iot makes sense for you.
 
I received the forms from the BATF in about 7-10 days (requested online). I mailed them in on a Saturday and cc was charged on a Tuesday. I think there was about an 8-9 week turnaround back in Oct. 2008, this included them sending the application back to me to complete the form (egg on my face) and sending it back to them. I mention this because I'm sure at least a week, maybe two, would have shaved off of this. Have patience and good luck.
 
not to hijack the thread but i have a question on c&r ffls i cant find on a search if im under 21 but over 18 could i still get one and order just milsurp rifles.

I'm afraid not. 27CFR §478.47(b)(1) requires that an applicant be 21 years of age or over.

Send your C&R off to Midway and Grafs. You'll save the $30 bucks on one reasonable sized purchase.
 
Atomchaser has it exactly right. Even if you never purchase a C&R firearm, your license fees can be easily made up in purchases from vendors who discount C&R holders as dealers.

I've saved over the $30 fee on single orders several times over the years I've had an 03 license.

There are some good deals on C&R guns still to be found. The CZ82 for less than $200 is a great example. It's a modern high quality semi-auto with a 12 round magazine. Very nice indeed.

I'm new to the C&R concept. What are the restrictions on selling a C&R Handgun, If you hold a C&R? Do you just go by your state FTF laws? Sounds like a fun way to try out some things and then pass them on if it's legal.
 
Face to face sales are OK. You do need to have some identifying information from the individual you sell to as well as follow local laws. This information must be noted in your "Bound Book" upon disposition of the firearm. The thing to remember is the C&R cannot be used in the sense of a business, in other words, no using the 03 license as a generator of income.

It was my understanding that you cannot buy a C&R eligible firearm with the intent to sell it. This makes you a dealer, not a collector.

I guess the FTF thing though is hard to prove that you purchased with the intent to sell.

Just my thoughts...
