PTR-91 New York legal?

PTR rifles can be ordered with no flash hider installed on the barrel.
There are no provisions on any of the factory rifles for bayonet mounting.
The rifles now use the 'Navy' style trigger housing which is a moulded one piece assembly that contains the trigger guard and grip, no seperate pistol grip issue.
PTR can send the rifle with a five round magazine in place of the twenty round standard magazine.

In this configuration I don't see where the rifle would violate any of the New York requirements.
 
If you have them permanently affix a muzzle-break (in lieu of the flash-hider) to the gun, then you can have that "evil" look to it as well.
 
Just make sure it's got a brake instead of a flash-hider and they're perfectly legal. K&K Train and Hobby in Utica tries to keep one available in the rack at all times.
