I doubt this guy was actually from the cable company. I'd call them and ask; if they don't know about it, call the cops.

If your door has glass inserts or decorative panels, ditch it for a solid one with a good peephole.

I can honestly say I've never heard of having a residential breaker panel outside, and I'm an apprentice electrician. Where is the meter head in relation to the breaker panel, and how is the run into your house handled? Might be worth getting an electrician to relocate your panel inside, although smart thieves can still disable it at the meter head. Now, if your service provider would let you armor the meter head that'd be perfect. If you get it relocated, have your electrician run an emergency sub-panel wired to be hooked to a gen set.

If you're in a remote rural area look at how your landline phone cable is ran into the house. Smart/professional home invaders/B&E men know how to cut landlines and jam cell phones (which is not all that tough honestly).

The dude was working an outage, he had to verify that your services were working. More than likely you were upstream from the outage and he was trying to see where the issue started. But dang he should have his ID visible and the first thing he said was Hey I am Joe with Charter! lol
 
I have Charter Cable, and they tend to use third party contractors in my area for house calls. I rarely see anyone who is a Charter employee.

Secondly, Charter will almost always call ahead if they are coming to investigate a problem at your house. Sometimes will call more than once.

Thirdly, given my history with Charter and the hundreds of conversations I have had with their customer support over the years, a Charter employee showing up at my house unannounced when my cable is actually working would probably be considered an attempted suicide.
 
If it is an area outage they would just come and knock on your door. It isn't a service call to your house but one to your neighborhood.
