I doubt this guy was actually from the cable company. I'd call them and ask; if they don't know about it, call the cops.
If your door has glass inserts or decorative panels, ditch it for a solid one with a good peephole.

I can honestly say I've never heard of having a residential breaker panel outside, and I'm an apprentice electrician. Where is the meter head in relation to the breaker panel, and how is the run into your house handled? Might be worth getting an electrician to relocate your panel inside, although smart thieves can still disable it at the meter head. Now, if your service provider would let you armor the meter head that'd be perfect. If you get it relocated, have your electrician run an emergency sub-panel wired to be hooked to a gen set.
If you're in a remote rural area look at how your landline phone cable is ran into the house. Smart/professional home invaders/B&E men know how to cut landlines and jam cell phones (which is not all that tough honestly).
