I turned in my application for my permit today (Wednesday). I went to Wayne county. I arrived and signed in at 10:20am and signed up for the 10:40am slot. There were 4 people in front of me. I was told it takes about 15 minutes per person and that they were having problems with the finger print machine and that the computer kept crashing.
I was called back at 12:15p. It took about 25 minutes. Painless procedure. I was told that I could pick up my permit next week on Thursday or later unless I recieve a call from them.
I tried Stark county and was told that the woman who takes applications there was gone for training all week and they were not even making appointments. Rumor has it that the appointments they are taking now are for mid July

I also called Carrol County and the appointment they offered me was for May 15th. Not bad. I chose Wayne because they are walk in first come first serve.
Here is the Wayne Co. website if you are interested. I believe they are one of the few Sheriffs Departments doing this right!!!
