Little digging and poking and I think we have the culprits.
The core legislation document was written a person called Briahna Taylor for the law firm Gordon Thomas Honeywell.
As if by magic one of their clients is called Ammunition Coding System.

This appears to be a shell for a company called Ravensforge LLC
Ravensforge inventors or record are Mr Steve Mace of Seattle, Washington and Mr Russel H Ford also of Seattle
As if by magic they have a patent pending for this magical system
It is very interesting to see that as part of their About Us mission statement they boldly state that the implementation requires legislation.
Interestingly enough they also intend to charge a licencing fee for EVERY bullet sold as well.....
I would suggest that the folks in each of the legislations where this is being pushed pass this info onto the relevant political persons whith questions such as.
This legislation is only being pushed by a single vendor as a commericial enterprise. In effect using the legislation as their sales force (without paying them......
This system is proprietory and with patent pending will lock out any other provider
The system has not had any validation, peer review etc
The system will act an inherent restraint on interstate trade
The information provided via the system will contain data that is generally regarded as PII (Personally Identifiable Information) and as such has legislative protection
Due to it's nature the system may broach 5th amendment self incrimination protection.
We should start a thread for this in activism, and make some sort of concerted effort to defeat this bill.
As it stands, I think this thread is more for discussion and speculation.

Legislation has been proposed in Olympia that poses a very serious threat to our Right to Keep and Bear Arms and it needs to be stopped immediately.
House Bill 3359, HB3359 sponsored by State Representatives Al O’Brien (D-1), Brendan Williams (D-22), Dennis Flannigan (D-27), and Jamie Pedersen (D-43), would require that all handgun ammunition manufactured or sold in Washington to be coded with an individual serial number, and entered into a statewide database at the time of sale. Encoded ammunition would be registered to the purchaser and would include the date of transaction, the purchaser’s name, date of birth, driver’s license number, and the serial number of the ammunition.
This dangerous bill needs to be stopped now. HB3359 only serves to harass law-abiding gun owners, as criminals are not likely to purchase ammunition through legal channels. Please contact your State Senator and your State Representative today and respectfully urge them to oppose HB3359.

On Friday, Feb. 1, the Hawaii House Judiciary Committee will hear legislation what will have dire consequences for our Right to Keep and Bear Arms in Hawaii. The bill HB2392, would require all handgun ammunition manufactured or sold in Hawaii to be coded with a serialization number, and entered into a statewide database at the time of sale.
Encoded ammunition would be registered to the purchaser and would include the date of transaction, the purchaser’s name, date of birth, drivers license number, and the serial number of the ammunition. The procession or sale of non-coded/serialized ammunition would be prohibited.
Please contact the members of the House Judiciary Committee and respectfully urge them to protect the Second Amendment rights of Hawaii’s law-abiding gun owners by opposing HB2392.
