People who live in states where a prudent homeowner doesn't dare make a burglar safely dead should probably try to avoid doing anything which would cause maiming either. Bear spray, for instance, seems relatively burglar-friendly.

A friend who cantr legaly own guns has come up with what I belive to be a novel solution after two break-ins. He uses a paintball marker (shoots 18 rounds per second) and practices going for the eyes.

Go to the police/media with the angle that he was trying to poison the kids & how they were "lucky" (not really ) that the dog got to it first. Unfortunately the police won't do much about a dead dog but they may be forced into looking into it if there is an implication that he was going for the kids as well.

Above all keep to the visible high road as your sister will need to be viewed as on the side of angels (much as you would love to put a round or two of buckshot into his crotch ).
