There is nothing wrong with reporting a 3 shot group. Some rifles will open up groups after 3 shots. For example rifles with tube magazines, forearm wood, barrel bands, lever action, pumps, some semi autos.
The reporter should write how the range and group was measured, and post a image of the target if possible.
