why do they keep talking about the DC "snipers" as if it's widely accepted that that case was justified? The whole point of the law is to protect manufacturers from cases just like that.
 
Warner: Talks about lawyer friend who was asked by Brady Bunch to diagnose cases affect by S.397, and how he found that victims of DC snipers would not have been able to collect if S.397 had been law. Talks fondly of Brady Bunch trying to bring balance.
 
Craig: I don't question the sincerity of Warner. But it's important to recognize how current law works. Bullseye had a record of repeated violations, as a result their license was pulled. If you are FFL, you must report missing weapons in 48 hours. There already is a mechanism at work to accomplish this. This bill does not protect those who are negligent in this manner. We are not without very strict laws today as relates to inventories of FFLs. If there is a demonstration of negligence, licenses can be pulled, and they are. It's important to suggest that the law is there, it is clear. I don't want our colleagues to assume this is an open area of the law, it is clearly enforceable.
 
Warner's amendment would apparently allow the Attorney General to determine what constitutes negligence and a "repeating pattern" of allowing guns to be "lost". No dice Senator :cuss:
 
Warner: The reality is some dealers ignore those requirements. They didn't prevent Bullseye from losing 200 guns. We have got to put a stronger enforcement mechanism than is in the bill. Pleads that his germane amdt be allowed to be voted on.

Reed stands up and hopes for a vote on the Warner amdt. Says he is having trouble getting any amdts cleared. Apparently Warner amdt is in package under consideration.
 
Warner claims his amendment does nothing but makes it where dealers who have a history of theft or loss of firearms can be sued for negligence despite S.397.

Craig seems to think differently and says that basically the things covered by Warner's amendment are already crimes and if you commit a crime, you aren't protected by S.397.

Dems complain that they haven't heard anything on the amendments they have filed and want to know which ones are going to get a vote.
 
Reed sure has some nerve whining about not having enough time after his buddy, the klansman sat there talking about nothing for half an hour.

edit: can somebody explain what a quorum is? I'm not exactly an expert on legislative procedure.
 
All they did was take the debate off the microphones.

Warner's amendment only serves to preserve the cases brought by his constituents against Bullseye. It's not enough that a dealer license has been lost. When bad things happen it's someone's fault. Warner's arguments sound convincing but it puts everything back to square one if insurance costs for civil suits get no relief.
 
A quorom means that there are a minimum number of legislators present to conduct business and vote. A quorom in the Senate is 51 members. Calling for a quorom (even when there's obviously enough people there) is a common tactic to stall for time.

If you mean Byrd, he is a sponsor of the underlying bill and is likely filibustering in favor of it, filling time before the cloture vote comes due tomorrow.
 
LOL, I have the same feeling on the crowd of Senators. I have a bad feeling people are getting tired and are going to get sloppy. All it takes is one slip or one amendment to nullify this bill.

You mean the gun store proprietors in your area don't all look like that? I also couldn't help but notice that his inventory consisted entirely of AR-15s and similar variants.
